Although you cannot target you can definitely tone your muscles in your legs to appear tighter once you have lost the overall body fat. Below I have listed some exercises you can do.

Squat with ball.
Squatting with the ball can target your lower section. I recommend standing with you back against the wall when doing this exercise. Do about 20 repetitions of 5 sets.
Inner Thigh Squeeze
Lie on your back with your knees up. Place ball between your knees. Squeeze your knees together against the ball and hold for 20 seconds then rest. Repeat this for around 10 – 15 minutes.
